Oficiales del Ejército entrevistaron víctimas de la dictadura

Oficiales del Ejército entrevistaron a víctimas de la dictadura como parte del Proceso de análisis histórico 1958-2020 que está llevando adelante esa fuerza. Uno de los entrevistados fue el expresidente José Mujica.
También se entrevistaron a otros políticos, académicos, víctimas de la guerrilla, entre otras personas. Entre los entrevistados están los expresidentes Luis Alberto Lacalle Herrera y Julio María Sanguinetti, el exministro de Defensa Nacional José Bayardi, la decana de la Facultad de Ingeniería María Simon, además de hijos de desaparecidos o de víctimas de la dictadura, y el coronel retirado Hugo Garcíacelay, preso en la cárcel de Domingo Arena.

Estas entrevistas serán presentadas ante docentes de la Universidad de la República y serán comentadas por el historiador y politólogo Gerardo Caetano, entre otros académicos.
Tales fueron algunos de los anuncios que el general Mario Moreira, director del Sistema de Enseñanza del Ejército, hizo el miércoles 14 ante la Comisión de Defensa de la Cámara de Representantes, según consta la versión taquigráfica a la que tuvo acceso El Este.

Moreira presentó ante los legisladores un panorama actual de la enseñanza militar y dedicó una especial presentación al proyecto por el cual los oficiales están abordando el estudio del pasado reciente. Anunció que en agosto, en el marco de ese plan de actualización de los estudios militares, se realizará una presentación en conjunto con la Udelar.
“Se trata de un evento que estamos organizando con la Universidad de la República, particularmente, con la Red de Laicidad, cuya apertura estará a cargo del decano de la Facultad de Ciencias, el doctor Cristina. Nuestros alumnos van a presentar veinte entrevistas que realizaron, como parte del curso de capacitación para jefes en el ámbito plural del que hablábamos, a políticos, a referentes de la Universidad de la República de todos los sectores, a víctimas de la dictadura, a víctimas de la guerrilla civil y a hijos de militares víctimas de la guerrilla; esas entrevistas van a ser presentadas en esa oportunidad”, relató el general Moreira a los legisladores.
El responsable del sistema de educación militar agregó que “la Universidad de la República también aceptó hacer el comentario de las entrevistas, lo que será llevado a cabo por la Facultad de Ciencias Sociales; además, veinte alumnos de la Universidad de la República van a participar en carácter de oyentes. Además, el señor Caetano, el señor Álvaro Alfonso y el escritor Pasquariello estarán comentando esas entrevistas”.
“O sea que hablamos de una actividad que estamos organizando en conjunto con la Universidad de la República”, agregó.
Además, en noviembre y como parte de este proceso, se presentaría al Mando Superior de las Fuerzas Armadas de una “propuesta de modificación de los planes de estudio y los trabajos finales” de los oficiales.
“Esto lo podemos incluir en lo que ustedes piensen que es el pasado, pero nosotros lo estamos encarando con proyección a futuro”, agregó el general. “Esa es la idea de este proceso y su objetivo es la modificación de todos los planes de estudio de la materia Historia Militar y sus materias conexas, como puede ser Liderazgo, Ética, Derecho Internacional Humanitario, Derecho y Derechos Humanos, a los efectos de, sobre el pasado, proyectar nuestra formación al futuro”.

El militar repartió a los legisladores la bibliografía que se está usando en este proceso. “Se brinda información objetiva, amplia, plural y transversal con otras materias. Hablamos de pluralidad de la información y yo voy a dejar a cada uno de los integrantes de la Comisión la bibliografía correspondiente que se está manejando, para que ustedes mismos puedan apreciarla”.
Moreira señaló que una encuesta realizada entre los oficiales –jefes, mayores y tenientes coroneles- arrojó que el 64,29% de los encuestados percibe “una necesidad de conocer los hechos”. Y el 76,19% estuvo de acuerdo con el formato que ha tomado la actividad.
Para evaluar el grado de conocimiento de los participantes se les preguntó si podían diferenciar entre la ley de caducidad y la ley de amnistía. “Casi cuatro de cada diez no pudo hacerlo”, relato Moreira.
Al mismo tiempo, el 59,52% no pudo identificar un contenido de la ley de orgánica militar que hubiera sido modificado en el reciente cambio de esa norma.
Moreira agregó que “el Ejército no pretende bajo ningún concepto construir un relato” sino “dar las herramientas a cada persona para que pueda interpretar la historia”.
Recordó que este proceso comenzó con una conferencia el 5 de noviembre de 2020.
